What are the requirements for the release of Certificate Authorizing Registration (CAR) ?

The Certificate Authorizing Registration (CAR) is the first objective to be able to effect the Transfer of Title to a new buyer by the Register of Deeds. The CAR is to be issued by the Bureau of Internal Revenue (BIR) provided that all requirements are complete and submitted to their office
The following are the requirements:
1) Tax Identification Number (TIN) of Seller and Buyer
2) Notarized Deed of Absolute Sale / Document of Transfer
3) Certified True Copy of the latest Tax Declaration (issued by the local Assessor’s office for land and improvement applicable to the taxable transaction
4) Transfer Certificate of Title (TCT) or Condominium Certificate of Title (CCT) – owner’s copy for presentation purposes. Certified True Copies for TCT or CCT for submission
5) For Land with no improvement: Sworn declaration of no improvement or Certificate of No Improvement issued by the assessor’s office.
6) Special Power of Attorney (SPA) of the processor / authorized representative to be attached to the docket
7) Valid IDs (original for presentation and two photocopies to be attached to the docket of the
a) Processor / Authorized Representative
b) Authorizing Seller / Buyer
8) Acknowledgment Receipt
9) Official Receipt / Deposit Slip for this purpose and duly validated return as proof of payment
10) P100.00 certification fee and P15.00 documentary stamps issued by the BIR cashier
11) Certification of the Philippine Consulate (if the document is executed abroad)
12) Location plan / Vicinity map – if the zonal value cannot be readily be determined from the documents submitted
Note:
1) All documents must be in 3 copies. 1 original, 2 photocopies
2) Both he Seller and Buyer have TIN duly checked by the BIR Registration Section
3) Capital Gains Tax (1706) and Documentary Stamp Tax (2000-OT) must be filled up completely
4) Such other requirements as may be required by law / rulings / regulations / other issuances
